Le plan de gestion a été dirigé par RC Heritage en coordination avec l’ensemble des partenaires concernés aux niveaux local et national. Il a été élaboré avec l’appui d’experts en tourisme culturel et en conservation du patrimoine et a été remis à l’UNESCO / Centre du patrimoine mondial en complément du dossier de candidature soumis en janvier 2007.
Il s’agit du premier exemple de plan de gestion de sites patrimoniaux jamais produit en Arabie Saoudite, pays qui n’a que très récemment décidé de développer son secteur touristique et d’ouvrir partiellement ses frontières au tourisme international.
Le plan de gestion définit les principes devant guider le développement touristique durable du site de Madain Salih afin de garantir la protection des vestiges et du paysage face à l’augmentation significative du nombre de visiteurs attendus suite au classement sur la Liste du patrimoine mondial. Il trace donc la voie pour la mise en œuvre d’autres projets de développement touristique prévus par SCTA dans la région de al-‘Ula et ailleurs dans le royaume.
Le nouveau système de gestion prévu par le plan vise à favoriser l’interaction entre les cadres de la SCTA basés à Riyadh et la communauté locale, afin de permettre à celle-ci d’intervenir et de participer à la définition des nouveaux programmes de mise en valeur du site prévus pour le site et la région sur la base des principes du développement durable. La création d’un « Comité local » en charge de la coordination et destiné à aider le gestionnaire du site dans ses démarches, garantira la participation directe de tous les partenaires locaux.
Le plan détaille le nouvel organigramme des bureaux de SCTA en charge du site, décrit les postes, et définit les budgets devant être octroyés pour la gestion durable de al-Hijr (Madain Salih). Il propose aussi une série d’avant-projets pour les infrastructures touristiques, destinées à l’accueil du public, qui seront créées sur le site dans les prochaines années.
RC Heritage coordinated the Management Plan with all the concerned stakeholders at the national and local levels. The plan was drafted by a team – including a tourist expert and a conservation architect – and was submitted to the UNESCO World Heritage Centre as an additon to the Nomination File presented by Saudi Arabia in January 2007.
This plan was the first of this kind to be drafted in the Kingdom of Saudi Arabia that only recently decided to develop a tourist strategy and to partially open the country to foreign tourists.
The management plan ensures the development of the site of Madain Salih on the basis of a sustainable and controlled tourism policy. It paves the way for the successful development of the SCTA initiatives and plans for al-‘Ula region and beyond, while protecting the site from the damages the increased number of visitors and the tourism development of the site might produce.
The new management system was designed to favour the interaction between the highest echelon of SCTA in Riyadh and the local community in order to discuss, amend and implement – with the support of the local stakeholders – national strategies capable to integrate the protection of the site within a sustainable development policy for the area. The creation of a “Local Committee”, to coordinate the efforts and to act as a support body to the Site Manager in charge of the site, guarantees the effective coordination of the various bodies involved on the site that have separate lines of authority from Riyadh.
The plan details also the new organizational charts, job descriptions and budgetary provisions necessary for SCTA branches in al-‘Ula and Madain Salih, and proposes a series of practical projects for the creation of tourism infrastructure to be developed on the site in the coming years.
