Le Plan de gestion a été préparé pour l'Aga Khan Trust for Culture (AKTC). Il bénéficie du savoir faire des départements de la DGAM à Alep et à Damas, de l'appui du personnel du bureau de l'AKTC d'Alep et des efforts des consultants nationaux et internationaux de l'Aga Khan Trust qui sont intervenus sur les sites.
Afin de garantir la pérennité des travaux réalisés par l'AKTC, tout au long de l’année 2006 des réunions régulières et des formations ponctuelles pour le personnel de la DGAM ont eu lieu dans les trois citadelles. Le plan de gestion respecte l'approche stratégique de l'AKTC qui joint aux projets de développement socio-économique, environnemental et de préservation les activités touristiques et économiques à l’intérieur et à proximité des sites.
Ce plan de gestion a été conçu afin d'offrir à la DGAM des indications pratiques pour garantir la durabilité des œuvres de conservation réalisées par l'AKTC sur les citadelles syriennes. Le plan détaille les principes de gestion, de mise en valeur et d'entretien qui devront être mis en œuvre par les gestionnaires des citadelles et l’administration de la DGAM. Ces principes, qui s’inspirent des meilleures expériences internationales en matière de préservation et gestion des sites patrimoniaux, sont, autant que possible, présentés sous forme de simples procédures pour en faciliter l'utilisation par l'ensemble du personnel en charge des sites dans la pratique quotidienne.
Le plan prend également en compte les recommandations du Centre du patrimoine mondial de l’UNESCO étant donné que les citadelles de Saladin et d'Alep sont inscrites sur la Liste du patrimoine mondial.
The Management Plan was prepared for the Aga Khan Trust for Culture (AKTC). It benefited from the expertise and combined efforts of the DGAM central and regional services, of the Aleppo AKTC staff, and of the efforts of the national and international experts that collaborated with the Aga Khan Trust in these sites.
Throughout the year 2006, a process of consultation and participatory planning has been engaged with the local stakeholders to address the future management of the sites and the optimization of the site maintenance. The plan was developed according to AKTC overall strategy that combines environmental, conservation and socio-economic development in the implementation of conservation and urban revitalization projects through the development of tourist and economic activities in and around the sites.
The scope of the Management Plan is to provide the Directorate General of Antiquities and Museums (DGAM) with guidelines that guarantee the sustainability of the conservation and development works carried out in the framework of the AKTC programme in Syria.
The plan provides management, development and maintenance procedures for the three sites to be implemented by the decision-makers, managers and conservators in charge of the citadels. Based on the international standards for the preservation and management of cultural heritage, the guidelines are translated into a set of practical and feasible procedures that facilitate their implementation by the DGAM employees at the different administrative levels involved.
Moreover, being Aleppo Citadel and Salah ad-Din fortress listed as UNESCO world heritage sites, these guidelines take into consideration the requirements of the World Heritage Convention.
