Le plan de gestion est le résultat d’un travail d’équipe coordonné par Jean-Louis Luxen. Il a été développé pour SCTA – en étroite et constante collaboration avec la Municipalité de Djeddah et ses consultants (saoudiens et internationaux) – dans le cadre de la préparation du dossier de candidature pour l’inscription sur la Liste du patrimoine mondial de la ville historique de Djeddah.
Le vieux Djeddah a subi des transformations radicales dans la deuxième moitié du XIXème siècle – quand la ville ancienne fut séparée de la côte par la création d’un nouveau port bâti sur des terres arrachées à la mer, et des îlots entiers furent rasés pour ouvrir un nouvel axe Nord-Sud à travers le tissu ancien – qui ont conduit au remplacement progressif des bâtiments traditionnels par des architectures de « style international » dans la plupart du secteur occidental de la vieille ville.
Le Plan de gestion définit les axes pour les futures politiques de développement urbain en fonction du principe de la « conservation intégrée », c’est à dire sur la base du principe que re-qualifiquation urbaine et préservation du patrimoine urbain ne sont que des facettes d’une vision d’ensemble plus vaste qui prend également en compte les aspects sociaux et économiques.
Le plan recherche l’équilibre entre développement et préservation, non seulement à l’intérieur du site candidat, mais aussi au niveau de sa zone tampon et de l’ensemble du secteur central de la métropole moderne. Il devient donc une partie du projet urbain global – en cours d’élaboration par la ville de Djeddah – dédiée expressément à la vieille ville dont il décrit les intervenants (pouvoirs publics, secteur privé, communauté, etc.) et définit leurs rôles respectifs. Le Plan de gestion établit un nouveau cadre administratif et institutionnel pour la gestion de ce secteur en accord avec les préconisations de l’UNESCO pour les sites candidats à l’inscription sur la Liste du patrimoine mondial.
The Management Plan is the result of a teamwork coordinated by Jean-Louis Luxen. It was developed for the SCTA – in close cooperation with Jeddah Municipality and their national and international consultants – as a preliminary step in view of the preparation of the Nomination Document for the inscription of the Historical City of Jeddah on the World Heritage List.
Historic Jeddah has suffered dramatic urban changes in the second half of the 20th century, when many outstanding properties were destroyed. In this period, the town was cut off from the sea by the development of a new harbour in front of the historic city, while entire plots – once inside the city walls – were destroyed when a new North-South road cutting through the original historic urban fabric was opened. Since, international style buildings have replaced traditional Jeddah architecture in most of the western part of the old city.
The present Management Plan sets clear guidelines to direct future developments in the historic core, based upon the international principles of “integrated conservation”, considering urban regeneration and heritage conservation as particular aspects of a holistic social and economic development plan.
The Plan aims at striking a balance between development and conservation, not only within the nominated site, but also in its buffer zone and in the entire central sector of the modern city. It might be considered, therefore, as part of a global urban project for Greater Jeddah, establishing the role and the functions of historical Jeddah, and of its different stakeholders: public authorities, private sector and population.
The Plan defines a specific policy planning and an institutional framework capable to meet the requirements of UNESCO for the nomination of historic Jeddah as a World Heritage Site.
