RC Heritage a élaboré les Principes pour la règlementation urbaine du centre historique de Jeddah (AL-Balad) pour la Mairie de Djeddah en coordination avec la société AECOM.
Cette étude a été déposée auprès du Centre du Patrimoine mondial de l'UNESCO en février 2014 comme volume annexe du Plan d'Action préparé par la Saudi Commission for Tourism and Antiquities (SCTA), document complémentaire du dossier de candidature de Historic Jeddah, the Gate to Makkah soumis en janvier 2013..
La Mairie de Jeddah est responsable de la gestion quotidienne et du développement du centre historique de la ville et notamment de la mise à jour de la règlementation urbaine pour le site candidat et sa zone tampon.
Les Principes se réfèrent et se substituent, à la règlementation du secteur de al-Balad appliquée depuis 2011. Ils établissent de nouveaux règlements qui permettent le développement durable de ce secteur et la préservation de son extraordinaire patrimoine architectural dans le cadre de la candidature pour inscription sur la Liste du Patrimoine mondial de l'UNESCO. En particulier, ils définissent les principes qui devront guider toute activité architecturale à l'intérieur des périmètres UNESCO : la restoration des monuments, la reconstruction des bâtiments historiques écroulés, et la construction de nouveaux édifices.
La Mairie de Jeddah, qui veut intégrer les valeurs propres au patrimoine urbain dans sa vision globale pour le développement de la ville, est en train de réviser la règlementation existente dans le but d’inclure, dans les prochains mois, l'ensemble des recommendations proposées dans ce document dans ses propres documents d'urbanismes.
RC Heritage developed the Guidelines for the Building Regulation for Al-Balad district, for Jeddah Municipality, in coordination with AECOM.
In February 2014, this study has been submitted to the UNESCO World Heritage Centre as an Annex Volume to the Action Plan developed by the Saudi Commission for Tourism and Antiquities (SCTA). The Action Plan is an additional document to the Nomination File of Historic Jeddah, the Gate to Makkah that was submitted in January 2013.
Jeddah Municipality is in charge of the daily maintenance and development of the historic city centre and, in the framework of the 2013 nomination file, intended to update the building regulation to be applied within the UNESCO nominated property and its buffer zone.
The Guidelines refer to, and update, the municipal building regulation for al-Balad enforced since 2011. They set the principles permitting the sustainable development of the historic city and the preservation of its unique architectural heritage within the framework of the UNESCO World Heritage nomination. The Guidelines notably define the principles directing all architectural interventions in the Old City: restoration of historic buildings, reconstruction of historic buildings and construction of new buildings inside the UNESCO perimeters.
Jeddah Municipality, aiming to integrate urban heritage values into the wider framework of the city development, is committed to revise the existing regulations and to include the recommendations proposed in this document into Jeddah planning and administrative system.
