Le travail a débuté en avril 2013 grâce aux efforts conjoints de City Alliance, de la Banque Mondiale, du ministère de l'Economie d'Ouzbékistan et des mairies des deux villes.
RC Heritage et Groupe Huit ont effectué une mission explorative en juillet 2013, suivie par deux séminaires publics en novembre 2013 (à Samarkand et Boukhara), où les résultats préliminaires de l'analyse ont été discutés avec les partenaires locaux. En mars 2014, les Stratégies de Développement Urbain (CDS) ont été présentées aux autorités Ouzbèques lors d’un ultime séminaire à Samarkand.
L'étude définit des stratégies de développement, à l'horizon 2030, associant le développement économique à la réduction de la pauvreté et à une approche durable du développemnt urbain.
Sur la base d'une analyse approfondie des deux villes et d'une analyse SWOT (Forces, Faiblesses, Opportunités et Menaces), les Stratégies de Développement Urbain (CDS) proposent une "vision" et une série d'objectifs précis. Les visions reflètent l'identité de chaque ville et imaginent le rôle qu'elles pourront jouer dans le futur.
Les objectifs stratégiques ont été déclinés en une série de programmes et actions qui forment des véritables "Plans d'Action" pour la réalisation de la vision de "Boukhara 2030" et de "Samarkande 2030". Les Statégies de Développement ont été établies en coordination avec les partenaires locaux qui opèrent sur place. L'approche participative est un élément essentiel du processus et les partenaires locaux ont notamment contribué à l’élaboration de la "vision", l'identification des objectifs, et la définition des actions prioritaires nécessaires à sa réalisation.
The process for developing the City Development Strategies started in 2013, thanks to the joint will and efforts of the Cities Alliance, the World Bank, the Ministry of Economy, and the Cities of Bukhara and Samarkand. A first fact-finding mission took place in July 2013, followed by the organization of two participatory workshops held in November 2013. The final document was presented in Samarkand in March 2104.
The study aims to set up City Development Strategies (CDS) for the cities of Bukhara and Samarkand in order to foster their development for the next 15 years. City Development Strategies aim to associate economic development with poverty reduction objectives in order to prompt a sustainable development for the cities.
Grounded on a comprehensive diagnosis and on the identification of the strengths, weaknesses, opportunities and threats (SWOT) faced by the two cities, the CDS for Bukhara and Samarkand propose a vision for their development and precise development objectives. The visions reflect the identity of the two cities, and spell out the role they intend to play in the coming fifteen years.
The strategic objectives have been translated into programs and actions that constitute a Priority Action Plan for Bukhara 2030 and Samarkand 2030.
City Development Strategies are elaborated in collaboration with the stakeholders living and working in the city. Participation is an essential component of the process, and the local stakeholders have notably contributed to the identification of the development vision and to the definition of the priority programs/actions to be implemented to achieve the objectives proposed in the vision.
