Le Plan d'Action a été conçu comme document complémentaire du dossier de candidature pour l'inscription sur la Liste du Patrimoine mondial de Historic Jeddah, the Gate to Makkah, soumis par le Royaume d'Arabie Saoudite en Janvier 2013.
Le Plan d'Action a été élaboré par RC Heritage en étroite collaboration avec les deux entités en charge de la gestion du site: la Saudi Commission for Tourism and Antiquites (SCTA) et la Mairie de Jeddah.
Ce document est le résultat des efforts conjoints des deux administrations et met en évidence le travail effectué après la soumission du dossier notamment dans le domaine de la gestion du site candidat et de sa zone tampon. Il est complété par une annexe présentant les Principes pour la nouvele règlementation urbaine du quartier Al-Balad.
Le Document, composé de quatre sections, présente les actions – au niveau national et local – pour la préservation du site et les réformes administratives déjà réalisées sur le terrain. Il détaille en particulier les activités de la Mairie de Djeddah, les projets prévus et budgétés pour les cinq prochaines années, et les initiatives du secteur privé dans la vieille ville.
L'enthousiasme et la participation active de la communauté locale aux projets en cours témoignent de l'intérêt que le projet a suscité à Djeddah et montrent qu'une nouvelle sensibilité favorable à la révitalisation du centre historique s'est mise en place depuis la soumission du dossier de candidature.
The Action Plan was prepared as an Additional Volume completing the Nomination File for inscription on the UNESCO World Heritage List of Historic Jeddah, the Gate to Makkah, submitted by the Kingdom of Saudi Arabia on January 2013. The document has been developed by RC Heritage in close coordination with the Saudi Commission for Tourism and Antiquities (SCTA) and Jeddah Municipality, the two bodies in charge of the management of the nominated property.
The Additional Volume (Action Plan) results from the joint efforts of the two administrations and demonstrates the efforts paid after the submission of the file, and the improvements achieved in the management of the historic city. The document also includes an Annex presenting the Guidelines for the Building Regulation to be applied within the site.
The volume, composed of four sections, presents the initiatives and actions, at the national and local levels, for the preservation of the nominated property, and the administrative reforms already implemented on site.
It notably details the actions undertaken by Jeddah Municipality, the programs already budgeted for the coming five years, and the initiatives of the private sector in Historic Jeddah.
The extraordinary positive response and participation from the local community demonstrates the interest the project has driven in Jeddah, and confirms that the new positive framework for the revitalisation of the historic city presented in the nomination file is now in place.
