RC Heritage a assisté FIT MEMORIS dans son partenariat avec ECOU pour la planification urbaine des villes du sud-ouest de la Libye dans le cadre de son contrat avec l'UPA. L'assistance technique auprès de l'UPA pour la région du Fezzan a concerné deux principales tâches: réviser et préparer les plans directeurs et les projets détaillés des 57 municipalités et concevoir le «design urbain» pour les centre-villes de 22 municipalités de la région.
L’assistance s’est faite sur deux niveaux :

1.institutionnel : planification urbaine et développement durable en Libye. Il s’agissait d’aider l'UPA à mettre en œuvre une stratégie de planification globale, tant aux niveaux régional et sub-régional qu’au niveau municipal ou celui du quartier: ce sont les plans de troisième génération (3GP).

2.technique : ECOU (précédemment chargé de la mise en œuvre de cette politique nationale à travers la Libye) a souhaité établir un partenariat avec une entreprise internationale pour effectuer les études et la production des plans 3GP selon les spécifications de l'UPA.
FIT MEMORIS, grâce à son expérience internationale et sa spécificité sur les SIG, a fourni un appui technique, conceptuel et humain exceptionnel. Une équipe internationale de 25 personnes composée d’urbanistes expérimentés et d’experts SIG a été mobilisée pendant plus d’1 an.
Entre octobre 2008 et juin 2009, François Cristofoli a effectué plusieurs séjours à Tripoli et dans le Fezzan, en tant que «manager» de l'équipe et a travaillé sur de nombreuses composantes du projet : la coordination des équipes d’urbanistes, la conception préliminaire pour la charte architecturale et urbaine de Sebha, la planification de 13 petites villes et villages, l'assistance à la réalisation des plans directeurs des quatre villes majeures.
RC Heritage assisted the french consortium FIT MEMORIS in its comprehensive partnership with ECOU (Engineering Consulting Office for Utility) to plan future cities in the south-west of Libya for the UPA (Urban Planning Authority). The technical assistance to UPA concerned two main tasks in Fezzan Region: to revise and prepare the Master Plans and the Detailed Projects for 57 municipalities, and to outline city centers Urban Design for 22 Municipalities.
Client support developed at two levels:

1.Institutional: Assistance to UPA for the implementation of a comprehensive planning strategy, from regional and sub-regional levels to municipal and district levels: the Third Generation Plans (3GP).

2.Technical: Capacity building for ECOU (already in charge of implementing this national policy all over Libya) to study and produce the 3GP. FIT MEMORIS provided technical, conceptual and human support to ECOU offices in Libya, reinforcing its capacity through international experiences and GIS know-how. A large international team (25 persons) composed of highly experimented planners, urban designers and GIS experts was mobilized for a whole year.
François Cristofoli, who was regularly in Libya (Tripoli and the Fezzan) between October 2008 and June 2009, acted as a team manager in charge of: the coordination of the planners’ team, preliminary design for the Sebha Urban and Architectural Charter, urban planning for 13 small cities and villages, assistance to the realisation of the Master Plans for the four major cities’.
