Le plan de gestion, rédigé en même temps que le dossier de candidature, a été remis au Centre du patrimoine mondial en janvier 2009. Il a été développé en étroite collaboration avec la SCTA et l’Autorité pour le Développement de la région de Riyad (ADA), avec la participation active des responsables locaux du Gouvernorat et de la Mairie de ad-Dir’iyah. Le plan a permis notamment d’harmoniser les projets pour la préservation du site et les plans de développement et de mise en valeur élaborés par une équipe de consultants internationaux pour ADA.
Le Quartier de at-Turaif à ad-Dir’iyah est un site unique, et irremplaçable. Le plan de gestion vise à en garantir la préservation, mais aussi à en promouvoir le développement social et économique par une politique touristique – centrée sur le développement durable du site – respectant les recommandations des chartes internationales.
Selon une approche courante pour la réhabilitation des sites patrimoniaux afin d’en garantir la durabilité, certains bâtiments historiques seront réutilisés pour abriter des activités culturelles et touristiques, alors que de nouvelles constructions et du redéveloppement urbain seront permis en proximité du site.
Le programme de conservation et de revitalisation prévu pour le site est un projet de grande envergure dirigé par le secteur public, mais mis en œuvre en partenariat avec le secteur privé afin d’en garantir la durabilité.
Le Plan de Gestion participe d’un vaste plan environnemental et urbain pour la région de Riyadh actuellement en cours de réalisation par ADA. Par l’adoption de ce plan, les Autorités saoudiennes affirment leur détermination à restaurer et revitaliser le quartier de at-Turaif à ad-Dir’iyah en tant que « musée vivant » où sera présenté et célébré le patrimoine culturel de la nation saoudienne.
Le Plan intègre le programme muséographique et les organigrammes prévus par le projet du Musée élaboré par Lord Cultural Resources pour SCTA.
The Management Plan was prepared in parallel with the Nomination File and submitted to the UNESCO World Heritage Centre in January 2009. It was developed in close collaboration with SCTA and Al-Riyadh Development Authority (ADA), and with the active participation of the Local authorities of ad-Dir’iyah (Governorate and Municipality). The elaboration of the plan permitted to harmonize the preservation of the site with the plans – developed by a team of international consultants for ADA – aiming at the creation of the living heritage museum and at the sustainable development of the area.
At-Turaif District in ad-Dir’iyah is a unique, extremely valuable and non-renewable resource. The plan aims at ensuring its protection, but also at promoting its social and economic development through a tourism policy – based on sustainable development – capable to comply with the recommendations of the international charters.
According to contemporary visions for the sustainability of heritage sites, historic buildings will be used for cultural and tourism-related activities while, in the vicinity of the site, new buildings and some redevelopment will be permitted. This large-scale operation will be driven by the public sector, but will involve the private sector within an overall economic strategy aiming at guaranteeing the sustainability of the revitalized ensemble of ad-Dir’iyah.
The Management Plan is to be considered as part of a larger environmental and urban project for the future development of the capital of the Kingdom being developed by ADA. In adopting the present Management Plan, the Saudi authorities express their determination to restore and develop at-Turaif District in ad-Dir'iyah as a Living Heritage Museum presenting and celebrating the very essence of the national cultural heritage. The Plan provides precise specifications and organizational charts for the planning and running of the Living Heritage Museum in accordance with the proposal by Lord Cultural Resources for SCTA.
