The Management Plan was prepared in the framework of a Regional Cooperation Programme between the Region Ile-de-France and Hanoi People’s Committee. It was included in the Nomination File of The central sector of the Imperial Citadel of Thang Long - Hanoï submitted by Vietnam to the World Heritage Centre in January 2009. The site was listed on July 2010.
The Management Plan details the protective and conservation measures proposed for the monuments and archaeological remains of Thang Long Citadel to insure that the significance of the citadel is preserved and that Hanoi citizens and visitors might have the opportunity to get acquainted with the history of the city throughout the ages.
The implementation of this Management Plan in the heart of a rapidly developing Asian capital is a major challenge for the city’s administrators. The careful planning of the tourist development of this sector according to the principles of cultural tourism is the key element of a plan that aims at preserving a fragile urban site while in the meantime transforming it into a major source of revenues for the local economy.
The vestiges of Thang Long citadel – where in 1010 was established the first capital of the Vietnamese Independent Empire – represent the original core around which crystallized national identity in the following centuries. They acquire therefore an extraordinary symbolic value for Vietnam, and the site of the citadel – where are already located the centre of political power and some of the most visited monuments of the country – is meant to become the major tourist pole of the country.
The Management Plan – that was elaborated as an integral part of the Nomination File submitted by Vietnam to the Secretariat of the World Heritage Centre in January 2009 – proposes a coherent general vision built upon the heritage significance of the site.
Le plan de gestion a été préparé dans le cadre d’un programme de coopération décentralisée entre la Région Île-de-France et le Comité populaire de Hanoi mis en œuvre par le Comité Régional du Tourisme Paris Île-de-France (CRT IdF). Il a été intégré au dossier de candidature du site de Thang Long présenté par le Vietnam au Centre du patrimoine mondial en janvier 2009. Le site a été inscrit sur la liste du patrimoine mondial en juillet 2010.
Le plan de gestion décrit comment les monuments et les vestiges archéologiques du site de Thang Long seront conservés et protégés. Il garantit que la signification de la citadelle pour la ville de Hanoï soit préservée et que les habitants et les touristes qui visiteront la ville puissent connaître et comprendre l’histoire de la ville et son évolution.
La mise en œuvre du plan de gestion dans le centre d’une capitale en pleine transformation est un défi. La planification et l’organisation du développement touristique conformément aux principes du tourisme culturel constituent l’élément clé de ce plan de gestion qui vise à permettre la protection de ce site fragile et en même temps sa transformation en une source majeure de revenus pour le site et l’économie locale.
Les vestiges de la citadelle de Thang Long, où en 1010 fut établie la première capitale de l’Empire indépendant du Vietnam, représentent le noyau autour duquel s’est cristallisée l’identité nationale et ont donc une valeur symbolique exceptionnelle pour la république socialiste du Vietnam. Le secteur de la citadelle, qui abrite déjà les hauts lieux du pouvoir et quelques-uns des sites les plus visités du pays est destiné à devenir, à terme, le pôle touristique le plus important du pays.
Le plan de gestion – élaboré dans le cadre du processus de candidature du site pour l’inscription sur la Liste du patrimoine mondial – définit un projet d’ensemble cohérent, construit autour de la signification patrimoniale du site.
