Elaboration of a two-year Training Programme for the staff of_the HCECR [ Erbil ]

The Citadel of Erbil, in the Kurdistan Region of Iraq, forms a typical Middle Eastern tell with the evidence of many millennia of habitation and successive layers of settlements, though the standing buildings of the Citadel consist primarily of houses dating from the late Ottoman period onwards. The Kurdistan Regional Government with the support of UNESCO has launched a comprehensive project for the revitalization of the citadel.
UNESCO Iraq Office, in coordination with HCECR (High Commission for Erbil Citadel Revitalization) has contracted RC Heritage to develop a training programme for the HCECR staff.
The programme is designed for architects, workers and site managers and spans an overall period of two years. The training aims at introducing the principles of conservation and management of heritage sites and foresees practical sessions to be held within the citadel of Erbil, and a series of study-tours to major heritage sites in Europe and Asia.
The proposal includes the overall approach to the training and study-tour programme, the course programme outline with a narrative description of the content of each module and the two-year calendar, and the terms of reference of the trainers.

La citadelle d’Erbil, située dans la Région du Kurdistan irakien, constitue un exemple parfait de tell moyen-oriental, où l’on retrouve les traces de plusieurs millénaires d’occupations successives, la plupart des bâtiments actuels de la citadelle datant de la fin de l’époque ottomane. Le Gouvernement Régional du Kurdistan, avec l’appui de l’UNESCO, a lancé un grand projet de revitalisation de la citadelle.
Le bureau de l’UNESCO Iraq, en collaboration avec le HCECR (High Commission for Erbil Citadel Revitalization), a demandé à RC Heritage de préparer un programme de formation pour l’équipe en charge de la citadelle.
La formation est destinée aussi bien aux ouvriers et artisans qu’aux cadres professionnels et administratifs du HCECR. Le programme de formation vise à présenter les principes de conservation et de gestion des sites patrimoniaux et comporte des sessions pratiques qui se déroulent à l’intérieur de la citadelle sur des bâtiments existants, ainsi que des voyages d’étude en Europe et en Asie.
Le programme de formation présente l’approche générale du cours, le programme schématique de chaque module avec les termes de références des formateurs, et le calendrier du cours sur deux ans.
